Recovery Oriented Compliance Strategy (ROCS): Latest Tool in Opioid Fight

The Tennessee Recovery Oriented Compliance Strategy (TN ROCS) program serves drug offenders who have an urgent need for treatment but do not meet the criteria to qualify for participation in a Drug Recovery Court program. Started by Judge Duane Sloane in Tennessee’s 4th judicial district, the program provides participants with an individualized treatment plan and oversight from supervision officers and regular appearances in Judge Sloane’s courtroom. The website provides a description of the ROCS model and presents preliminary evaluation results such as a reduction in recidivism for ROCS participants as compared to the state average, increases in the number of women having healthy births and retaining custody compared to women not receiving services, and reduction in jail overcrowding in the participating counties. The Governor of Tennessee has included the TN ROCS strategy as a key component in the state’s opioid response plan, and program expansion into additional judicial districts is planned.
