Treatment Court Practitioner Toolkit: Model Agreements and Related Resources to Support the Use of Medications for Opioid Use Disorder

This toolkit assists practitioners with incorporating medications for opioid use disorder (MOUD) into treatment court settings. NADCP’s drug court best practice standards already require treatment courts to provide MOUD when it is medically indicated and prohibits require participants to discontinue medications as a condition of entry or graduation. This toolkit builds on the training and technical assistance NADCP has provided to treatment courts on implementing MOUD policies and provides information on the following subjects:

1 .An explanation of the participant’s right to receive MOUD

2. A description of participant’s obligations when receiving MOUD in a treatment court setting

3. A description of the treatment court responsibilities including screening and referral, identifying MOUD treatment providers, motivating participants to accept referrals for MOUD, addressing stigma about MOUD, and tips for funding to support MOUD, and

4. An overview of medical provider responsibilities in working with treatment court participants.

The appendices of the report provide model agreements and participant information including:

  • Partner agency agreements
  • Medical practitioner agreement
  • Participant agreement
  • Participant brochure
  • Recruitment letter for medical providers, and
  • Letter to jail officials
