The Missouri Department of Mental Health (DMH) created this provider implementation guide for their Medication First opioid use disorder treatment model. The Medication First treatment model was developed by DMH staff with assistance from staff from the Missouri Institute of Mental Health at the University of Missouri, St. Louis, and is based on the successful Housing First model used to address homelessness. The Medication First treatment model prioritizes saving lives by ensuring individuals have access to medication assisted treatment and providing them with an individualized treatment plan without delay and without requirements for mandatory treatment limits or mandatory individual or group counseling.
