The National Alliance for Model State Drug Laws created this 2019 draft legislation for consideration by state legislatures. The model bill is intended to ensure warm hand-offs of overdose survivors to treatment. With better education and community engagement in treating overdoses, more individuals have had their lives saved, but many go on to experience subsequent overdose events, indicating that these individuals are not being successfully transitioned to treatment and recovery support services. This model legislation designates the single state agency on drugs and alcohol to lead a collaborative effort among first responders, emergency department staff, and treatment staff to develop a comprehensive, collaborative warm hand-off program.
